Related Legislation
New legislation was passed starting in the 2004 legislative sessions that altered the Utah Mechanics' Lien Code. These legislative changes outlined new requirements, options and processes for filing Notices of Commence, Preliminary Notices, Notices of Intent to Complete, Notices of Remaining to Complete and Notices of Completion. The legislative changes were implemented in an effort to help property owners and project participants protect their investments in construction projects.

Adjustments and improvements to the process and requirements were made in House Bill 105 (2005) and House Bill 160 (2006). House Bill 105 can be accessed by clicking here and House Bill 160 can be accessed by clicking here.
In 2007, the legislature made further adjustments with House Bill 277 which can be accessed by clicking here.
In 2009, the legislature added two new filing types: An Intent to Complete Notice and a Remaining to Complete Notice. These were added in SC0230.
