About the forms

The SCR is designed to be the online resource for Utah construction projects. While the most cost-effective method is to perform transactions online, various transactions can be completed offline:

  • Register for an SCR Account
  • File a Notice of Commencement
  • File a Preliminary Notice
  • File a Notice of Completion

This is a great alternative if you do not have access to the Internet. You can even print forms in advance in case of an emergency.

If you have an account and are set up for a monthly bill, a charge will be posted to your account. If not, a valid credit card number, check or money order will be required.

IMPORTANT NOTE:
Notices submitted by fax or postal mail become effective on the date a complete filing is received. Incomplete notices will be rejected and returned and will not be considered filed. Accepted notices will be posted on the SCR within 2-3 business days.
